On Disney+, under “Marvel Cinematic Universe in Timeline Order”, the Groot shorts ARE included, making them canon. Or at least as canon as “A Funny Thing Happened on the Way to Thor’s Hammer” and the other shorts, which are also there.
“Groot’s First Steps” is before GOTG2 then all of the other Groots.
