If the fish by-products were to be deadly to humans, the story arc would end after the second or third death. All the world’s health organizations would quickly identify it and the products would be removed.
But, consider the Terrigen Crystals are soluble in water and they dissolved from around the metal “contaminant” of the Diviner residue that served as the catalyst for growing the new Crystals. The metal would remain in the box or drop to the bottom of the ocean.
And, since, what? 1% of the world’s population is descended from Inhumans, there will be only the occasional cocoon. What even caused it? And, would the fishy stuff have an immediate impact? Or, would it have to build up over time to be able to provide enough “toxin” to trigger the transformation? If so, this would make it even more difficult to track down the source. Especially since 99% of the population is not affected at all.
This arc can go on for years!
